What matters in a Ukrainian reading app

Ukrainian uses Cyrillic with letters of its own (і, ї, є, ґ) and seven cases. A gloss with the dictionary form and a transliteration helps early; if you know Russian, a tool that keeps you inside Ukrainian text stops you from guessing Russian meanings for look-alike words.

Questions

What is the best app to learn Ukrainian by reading?

It depends on your level and what you want to read. For a complete beginner who wants a story written for their level, ReadNative’s Kotyhoroshko starts at A1 and is free. To import and read your own Ukrainian content with audio, LingQ supports Ukrainian. If audio on everything matters most, look at LingQ, Beelinguapp.

Is there a free app to read Ukrainian?

Yes: Kotyhoroshko is free in ReadNative and readable here in your browser (42 chapters online); LingQ, Beelinguapp, Clozemaster also start free.

Is Ukrainian easier if I know Russian?

It helps with grammar and much vocabulary, but many everyday words differ and look-alikes can mislead. Treat it as its own language and read plenty of Ukrainian text.
